Citizen satisfaction is report card of public servants: Yogi

The CM said that it was a matter of concern for the govt if officials were not addressing problems timely, either deliberately or due to lack of necessary information. To ensure that this does not happen, the CM announced that UP will work to link the work capability, achievements and success stories of officers and employees with their annual confidential report (ACR) and promotions. The CM also announced three initiatives, which included developing Dr Ram Manohar Lohia Uttar Pradesh Administration and Management Academy (UPAAM) as an AI Centre of Excellence, enhancing the capacity of personnel of panchayats and urban local bodies, and making the concept of ‘Right Person for the Right Role’ effective.

“Citizen satisfaction is the report card of a public servant and to make UP administration more accountable, a system will be developed to deploy the right person in the right post,” the CM said while addressing the Northern Regional Workshop of the Sadhana Shrinkhala under Mission Karmayogi in Lucknow on Friday. He said that an unqualified or negligent person in any post was dangerous, saying that while employees would often be aware of their rights and promotions, they would not be as serious about their duties. Special attention should also be paid to the capacity building of personnel of gram panchayats, nagar panchayats, nagar palika parishads and nagar nigams,” the CM said. It is necessary to adopt new technology, make decisions according to circumstances, and develop the ability to understand one’s responsibilities,” the CM said. Similarly, he said, governance fails when departments shift their responsibilities onto other departments, giving the example of encephalitis deaths in east UP. He said the matter was treated as a problem of only the health department but when he became CM, he got around eight departments involved in the campaign and now there were no more encephalitis deaths.

Real problems of an ordinary citizen should be the administration’s priority. “This was not merely a matter of road construction, but a question of practical understanding of work and the ability to understand needs of citizens. Obtaining a degree and an appointment letter does not make a person competent.

Lucknow : Chief minister Yogi Adityanath on Friday said that if a common man is forced to wander from one office to another to get his work done, it raises a question mark over the entire govt system.
