The initiative is linked to PRAMAAN — Police Road Accident Monitoring, Assurance and Analytics Network, under which Lucknow Police is analysing accident FIRs registered in the commissionerate since Jan 2024. Around 25 parameters are being extracted from each accident case, including the precise location, latitude and longitude, time, vehicles involved, collision type, casualties and road classification. Instead of dealing with cyber incidents only after they occur, a security operations approach allows digital activity to be monitored continuously so that unusual or potentially harmful patterns can be identified at an early stage. Lucknow Police has created Critical Corridor Teams (CCTs) at police stations, with personnel trained in basic trauma care so that the first police officer reaching a crash site can provide immediate assistance before an ambulance arrives.

Chief Minister Yogi Adityanath with Uttar Pradesh Director General of Police (DGP) Rajeev Krishna and others Policing Chief Minister Yogi Adityanath with Uttar Pradesh Director General of Police (DGP) Rajeev Krishna and others Policing A traffic jam flagged automatically, a prison van tracked live, a cyber threat detected at a digital command centre, and a crash victim aided by a trauma-trained cop: Lucknow’s policing architecture is being rewired around technology, data and faster response. From AI and predictive policing to forensic science and real-time communication, technology is increasingly moving from the backroom to the frontline. CYBERSECURITY SOC The Cybersecurity Security Operations Centre (SOC) is an important component of modern policing, aimed at strengthening the police force’s ability to monitor and respond to threats in digital environment. The SOC is being designed as a centralised mechanism through which cyber-related security events can be monitored, suspicious activity identified and potential threats flagged for timely intervention. With policing increasingly dependent on digital communication, databases, surveillance systems and technology-enabled services, the SOC is intended to provide an additional layer of protection for critical police infrastructure. FROM CRASH RESPONSE TO ‘GOLDEN HOUR’ POLICING Technology is also being combined with specialised human intervention in road accidents. The CCT system is also intended to strengthen the city’s Zero Fatality District (ZFD) initiative. The five members of each CCT have been assigned specific responsibilities to ensure that several tasks can be carried out simultaneously.

41,000 HOME GUARDS TO SUPPORT GROUND-LEVEL POLICING Alongside technology, the city is also relying on a large auxiliary manpower base. Around 41,000 Home Guards will be utilised for the proper maintenance of law and order in the state and to support policing requirements. maximum of their deployment provides additional manpower for duties such as traffic regulation, crowd management, security arrangements and other field-level responsibilities, allowing regular police personnel to focus more closely on investigation, emergency response and specialised policing. It obtains updated traffic information, compares conditions on different monitored stretches and flags significant delays so that traffic personnel can focus on locations requiring intervention.

POLICE COMMUNICATION MOVES TO MOBILE NETWORKS The UP Police Radio Headquarters has introduced a mobile-based Push-to-Talk over Cellular (PoC) application to strengthen communication among field personnel. The role of the CCTs will not end after the injured are shifted to hospital. Teams will document potential road and engineering deficiencies, including illegal road cuts, damaged surfaces, inadequate lighting, missing or faded markings, poor signage, unsafe median openings, visibility problems, pedestrian movement, parking and junction design. FROM MANUAL MAP CHECKS TO AUTOMATIC TRAFFIC ALERTS Lucknow Police is also moving away from a completely manual system of monitoring congestion. The new application automates these checks for selected priority locations. The application uses the Google Maps Platform’s Routes API to obtain estimated travel times based on current traffic conditions. It then converts this information into location-specific congestion indicators and warnings, combining automated data with local traffic knowledge. SCIENTIFIC INVESTIGATION GETS A TECH PUSH The modernisation of policing extends beyond surveillance and traffic management to criminal investigation. The govt has established the Uttar Pradesh State Institute of Forensic Science (UPSIFS) in Lucknow. The National Forensic Sciences University is establishing a Centre of Excellence at UPSIFS for training and research in police administration and forensic science. A dedicated DNA testing unit is being established in collaboration with the Ministry of Home Affairs. PRISONER TRANSPORT ALSO GOES HI-TECH Technology is also being deployed in the transportation of prisoners. Prison vans in the Lucknow Police Commissionerate are being equipped with GPS devices and AI-based cameras with embedded microphones. The system allows real-time tracking of prison vans and monitoring of interactions between prisoners and police personnel. The technology is aimed at reducing the possibility of prisoners escaping while being taken to and from court and strengthening security during transit. The application allows officers to communicate without relying solely on conventional wireless sets.

Earlier, personnel had to repeatedly check Apple Maps and Google Maps, switch between different locations and visually assess whether congestion was worsening.

Its features include push-to-talk communication, GPS-based live location tracking and the ability to upload videos of incidents that can be viewed by senior officers in real time. The application is intended for police personnel and is not available to the public. TOWARDS PREDICTIVE POLICING The next phase of modernisation is increasingly centred on data. Lucknow police is using geo-tagging of crime spots in some districts and artificial intelligence to strengthen predictive-policing modules. Download the TOI App.
