47.6 lakh deleted voters to receives second verification opportunity

The emergence of CCTV footage has added a fresh dimension to the case

New Delhi: Nearly 47.6 lakh registered voters of Delhi whose names were deleted from the draft SIR roll published on Aug 31 will get another opportunity to fill their enumeration forms so that their names can be included in the draft roll, the office of the chief electoral officer announced Friday.

The draft SIR roll, published on Aug 31, contained around 97.5 lakh voters against 1.45 crore on the electoral rolls when the revision began on June 30. The names of 47.6 lakh voters were deleted after they failed to return enumeration forms during the house-to-house exercise. Those who have shifted residence within Delhi will not need to fill Form 8 but must submit the enumeration form along with annexure-C, mentioning their new address and assembly constituency, along with address proof, to the ERO/AERO of the constituency they have moved to.

Poll officials said the voters who have not shifted their residence can submit a duly filled and signed enumeration form, along with annexure-b, explaining why they could not submit it earlier, to the concerned ERO, AERO or BLO, either personally or through a family member.

The CEO’s office said such voters will be allowed to submit fresh enumeration forms, along with prescribed declarations and supporting documents, to establish their eligibility. They can also seek assistance from the BLO of their new polling booth through the ‘Book a Call with BLO’ facility on the ECI website or ECINET app,” the official said. The move will be a major relief to voters who may have failed to submit their enumeration forms and were subsequently marked as absent, shifted, dead and duplicate (ASDD) voters. All such voters can submit their duly filled enumeration forms during the ongoing SIR to the ERO/AERO of their areas. The BLOs shall make every possible effort in coordination with concerned BLAs of various political parties to establish contact with such electors through house-to-house visits, enquiries from neighbours/family members/resident welfare associations (RWAs) and by using available contact numbers, wherever feasible. “They will also be able to submit the form online through ECINET using an e-sign.

The electors “will also be able to download and/or fill their enumeration form through the website/ECINET app by entering the same EPIC number that existed before the names were deleted.

For homeless voters without address documents, the BLO’s field verification report will serve as proof of residence.
