The additional solicitor general, who appeared for the central govt, further clarified that the ministry of social justice and empowerment, department of empowerment of persons with disabilities (Divyangjan), had issued the office memorandum on Sept 3. Accordingly, the bench of Chief Justice Soumen Sen and Justice V M Syam Kumar adjourned the case to Oct 14. In reply, the ASG said that once a committee was constituted with a nodal officer, the SOP could be finalised. Kochi : The central govt has informed the high court that it has issued an office memorandum requesting all state govts and Union Territories to nominate a nodal officer conversant with matters relating to disability, health, child development and/or social justice. The submissions were made in response to a suo motu case initiated by the HC concerning the need for an effective policy and implementation framework for children with chronic neurodevelopmental disabilities. He further stated that the state would prepare a scheme or SOP for the same, but some assistance from the central govt would be required.
Previously, the advocate general, who appeared for the state govt in the case, had submitted that a standard operating procedure (SOP) was required for patients affected by fatal diseases requiring palliative care across the state’s public health system.
