Kanpur: The First Level Checking (FLC) of Electronic Voting Machines (EVM) and Voter Verified

Kanpur: The First Level Checking (FLC) of Electronic Voting Machines (EVM) and Voter Verified Paper Audit Trail (VVPAT) machines is ongoing in Kanpur Nagar, entering its second day on Friday. This process is being conducted in accordance with the roster established by the Election Commission of India, ensuring the integrity and functionality of the voting equipment ahead of upcoming elections.

The machines are tested by representatives of political parties by casting 500 votes on 2% of the randomly selected machines, 1,000 votes on another 2%, and 1,200 votes on 1%. Authorised engineers from Bharat Electronics Limited are conducting technical checks on each machine in the presence of representatives from political parties. The process is also being monitored online. After the technical examination, votes are cast on the machines to ensure they are functioning and then the control unit is sealed with a pink paper and secured. Following the technical examination during the first-level check, votes are being cast on the machines to ensure they are functioning correctly. Throughout this process, representatives of political parties are given the opportunity to inspect the machines. Detailed testing of randomly selected machines is also being conducted. After the FLC the machines found to be in order will be sealed and securely stored in the EVM warehouse, in accordance with the guidelines of the ECI. Only those FLC-cleared machines found to be in order during the preliminary inspection will be used for the training of polling personnel and for voter awareness activities. These machines will be distinctly marked with the label ‘Training and Awareness’.

The process of phased testing of 5,417 EVM and VVPAT machines for 3,736 polling booths proposed in the district began on Sept 17.
