Thackeray recently raised concerns on X regarding the lack of progress by the Brihanmumbai Municipal Corporation (BMC) and the state government in implementing key measures outlined in the Mumbai Climate Action Plan. He specifically questioned whether the proposed spending on flood control would effectively contribute to climate adaptation efforts in the region.
Mumbai: A day after TOI reported that BMC has drawn up a Rs 7,345.9-crore flood-risk management plan for Mumbai under Urban Flood Risk Management Programme (UFRMP) and proposed spending around Rs 110.17 crore on consultants to prepare detailed designs and project reports, Shiv Sena (UBT) leader and Worli MLA Aaditya Thackeray questioned the civic administration’s approach to climate resilience. Mumbai’s Climate Action Plan was launched in 2022 as a long-term roadmap covering climate mitigation and adaptation, including protection of green and blue spaces.
Thackeray said the city needed to address both flooding and other climate risks, and referred to rainwater holding tanks developed during MVA govt’s tenure at Gandhi Market in King’s Circle, Dadar’s Hindmata and Milan Subway in Santacruz. On nature-based climate resilience, Thackeray questioned whether measures such as describing Mumbai as a “sponge city” would be sufficient if trees, mangroves and open spaces continued to face development pressures. In a post on social media X, Thackeray questioned why BMC and state govt had allegedly not moved ahead on several measures under Mumbai Climate Action Plan (MCAP), and whether the proposed flood-control expenditure would translate into effective climate adaptation on the ground. He questioned why similar measures had not been expanded over the past four years. Thackeray also questioned whether Mumbai’s climate strategy should focus only on engineering solutions to flooding, arguing in his post that protection of natural systems such as mangroves and urban trees also forms part of the city’s climate resilience.
