Until now, technocrats in the state had been operating under a framework set in 1995, which officials said was no longer aligned with present-day project requirements and timelines. Under the revised arrangement, chief engineers in Uttar Pradesh Public Works Department (UPPWD) will be able to sanction projects of up to Rs 10 crore. Additional chief secretary Deepak Kumar issued the revised govt order on Sept 24, formally notifying what the state described as a significant administrative reform introduced in recent months.
Lucknow: The Uttar Pradesh govt has enhanced the financial powers of technocrats to accelerate urbanisation and infrastructure expansion across the state, benefiting engineers posted in key departments including public works, irrigation, water works, rural engineering, housing, and urban development. The decision follows approval by the cabinet, chaired by chief minister Yogi Adityanath , to revise the long-standing limits on financial authority delegated to engineering staff. The move is aimed at giving greater operational autonomy to engineering wings so projects can be cleared faster and public facilities delivered more quickly in both urban and rural areas. Field-level officers have also been delegated additional authority to approve projects and prepare technical estimates within budgetary limits, a step intended to reduce procedural delays and improve on-ground execution speed.
As per the revised limits, chief engineers of the irrigation department, minor irrigation, and rural engineering will have powers to approve projects up to Rs 4 crore. In PWD, superintending engineers can approve works up to Rs 5 crore, while superintending engineers in other govt agencies will have sanctioning authority up to Rs 2 crore. Officials said the updated delegation would streamline technical sanctions, tender approvals, project clearances, and monitoring. After completing prescribed procedural steps, authorised officers will be able to release budgets, which is expected to strengthen internal systems and reduce the time taken between planning and execution. The order also extends enhanced financial powers to executive engineers and assistant engineers posted in the field. Download the TOI App.
