This initiative will enable youth to gain industry-relevant skills alongside their studies and prepare them for better employment opportunities,” said Mangal Prabhat Lodha, minister of skill, employment, entrepreneurship and innovation, Maharashtra. As per the GR, a five-year perspective plan prepared by RTMSSU will identify new locations where skill-based institutions can be established, with priority given to quality, inclusivity and social relevance. This will include districts with a gross enrolment ratio below the national average, as well as tribal, hilly and remote areas. Applications will be accepted online, and proposals for locations outside those identified in the plan will not be considered. Expert committees appointed by the university will physically inspect the proposed institutions, verify infrastructure and other requirements, and submit reports accompanied by photographs and videos, the GR stated. The SOP, to ensure the quality of new institutions, places the responsibility on the university to ensure that incomplete proposals or those failing to meet the prescribed criteria are not recommended to the govt.
