Hyderabad: Citing rainfall deficits, depleted groundwater and rising tanker demand, public policy expert Dr Donthi Narasimha Reddy has urged Telangana chief secretary Sanjay Jaju to introduce a graded water emergency protocol before summer 2027, to protect drinking water supplies and livelihood.

In a representation, Reddy said Telangana recorded a 15–18% southwest monsoon deficit and Hyderabad 28%. Groundwater entered the season depleted, thousands of borewells had failed and daily tanker bookings crossed 20,000 in June. He cited the water board MD’s observation that tanker demand had risen from 1,500 to 4,500, with new areas seeking supplies.

He sought published triggers based on reservoir storage, assured supply days, groundwater levels, tanker demand and weather, with restrictions automatically tightened or eased. Drinking, domestic use, hospitals and sanitation should get top priority, followed by animal and ecological needs and livelihood-critical water.
