Madurai : Madras high court on Monday directed the state to file a report on a plea which sought a direction for procurement of equipment required for the cardiology department at Government Rajaji Hospital (GRH) in Madurai.
In July, the head of the cardiology department had sent a communication to the director of medical education and research requiring 32 categories of equipment for the department. He stated that there is no ECMO equipment at GRH against the demand for 10, which are required for mechanical circulatory support in cardiogenic shock and refractory cardiac arrest. The duty of the state to provide the equipment and facilities described above is not a matter of policy discretion but a constitutional obligation flowing from Article 21 of the Constitution.

A division bench of Justice P Velmurugan and Justice K K Ramakrishnan directed the state to file the report while hearing a public interest litigation filed by A V Kathir of Madurai. The petitioner stated that the cardiology department performs thousands of angioplasties, hundreds of pacemaker implantations and complex structural interventions each year. It is a department that regularly encounters complications like cardiogenic shock, malignant arrhythmia, calcified and thrombotic coronary lesions for which ECMO, internal-paddle defibrillation, rotational atherectomy and intra-aortic balloon support exist. There are also no defibrillator machines with internal paddles against a demand for two such pieces of equipment. Several such pieces of equipment are not available at the department. Though the proposal was sent, no steps were taken for procurement of equipment. Hence, the petitioner moved court seeking relief. Download the TOI App.
