“These zones will be used for feeding of stray dogs and other animals until dog shelters are made functional,” read the circular. Animal welfare committee (AWC) chairman Diganta Saha said, “Only JU stakeholders shall be considered for authorisation as animal feeders. Film studies department assistant professor Arijeet Mandal said, “The circular raises serious questions on legality, accountability and animal welfare.
No unauthorised person will be allowed to feed stray dogs or other animals on JU premises, and entry of stray dogs from outside will be regulated by security personnel posted at the gates. The circular stated that the measures have been taken owing to the rapid increase in the stray dog population on the campus and occurrence of multiple dog bite incidents. The five demarcated locations for feeding on the main campus are: pond-side area between the departments of metallurgical & material engineering and instrumentation science, pond-side area below the wind turbine, south-east corner of the fenced area in front of Aurobindo Bhavan, fenced space adjacent to the old estate godown and space behind Subarna Jayanti Bhavan. Those interested for authorisation as animal feeder must fill the form available on the website and submit it with supporting documents to the Estate section. They will also have to sign an undertaking stating they will follow the rules such as feed at designated zones, maintain cleanliness before and after feeding, assist university in sterilisation, vaccination and health monitoring, report sick, injured or aggressive dogs to AWC. ” Saha added that since puja vacations are starting from Thursday, the measures will be implemented only after the vacation. “At present, feeding can continue as usual. The procedure to determine authorised animal feeders will also start after the vacation. Banners will be put across the campus stating the Dos and the Don’ts,” he added. The university circular prohibited activities like feeding in front of, adjacent to, or in the vicinity of any university gate, feeding on adjoining pathways, pedestrian walkways, or other public thoroughfares, feeding near academic buildings, administrative offices, hostels, residential quarters, canteens, playgrounds, parking areas, leaving leftover food, food packets after feeding, obstructing pedestrian or vehicular movement while feeding animals, encouraging the congregation of dogs or other animals in non-designated areas by providing food, water, or other attractants and bringing stray dogs or other animals from outside the campus for feeding, sheltering, rehabilitation, or release within the university. It restricts feeding to five zones and requires caregivers to obtain authorisation, yet offers no explanation of the criteria, expertise or consultation informing the selection of these locations.
