Nagpur: Ongoing construction of a three-in-one flyover: The wider industry impact

The emergence of CCTV footage has added a fresh dimension to the case

Nagpur: Ongoing construction of a three-in-one flyover between Manewada and Mhalgi Nagar has turned commuting on Inner Ring Road into a daily nightmare, increasing the risk of accidents. The World Bank division of the state Public Works Department (PWD) appears to have surrendered to the situation, as the road continues to deteriorate despite repeated repairs, triggering traffic snarls.

Adding to commuters’ woes, construction of the crucial 1.5km connecting flyover between Manewada and Mhalgi Nagar squares is yet to begin. With a 24-month completion deadline, motorists may have to endure the chaos for another two years. The state govt subsequently approved the connecting flyover, expanding the project into a 2.8km elevated corridor. Project: 3-in-1 Manewada–Mhalgi Nagar Flyover. Initial Cost: The two flyovers have an administrative approval of ₹73 crore each , while their tenders were awarded for less than ₹50 crore each. Length: The combined project will create a 2.80-km continuous elevated corridor. Connecting flyover: Administrative approval of ₹185 crore; tender awarded for ₹106 crore. Tender awarded: May 15, 2026. Completion timeline: Connecting flyover has a 24-month construction period after work starts.

PWD has repeatedly undertaken patchwork repairs, but heavy vehicular movement prevents freshly laid bitumen from settling properly, causing repaired portions to deteriorate quickly, according to sources. We fear the situation will turn into complete chaos once construction of the connecting flyover begins,” said Mangesh Patre, a regular commuter. To accommodate the revised design, PWD removed the descending ramp after Manewada Square and the ascending ramp before Mhalgi Nagar Square, allowing the three structures to merge seamlessly. However, construction of the originally planned flyovers has left motorists struggling through narrowed carriageways, barricaded stretches and damaged roads. The deteriorating road surface has compounded the problem. Despite multiple repair attempts, potholes, loose gravel and uneven stretches continue to pose serious safety hazards. During peak hours, vehicles crawl through the stretch, with barricades further squeezing the available road space and creating long traffic queues. “At several places, the road is uneven and two-wheelers skid. There are also major craters, while barricades have slowed traffic considerably. “Despite getting administrative approval in Feb 2025, PWD’s World Bank division awarded the tender for the connecting flyover in May 2026. Union minister Nitin Gadkari performed the bhoomipujan for two flyovers at Manewada and Mhalgi Nagar, each costing approximately ₹73 crore, in August 2024.

A PWD official told TOI that work on the connecting flyover is likely to begin next week. “We are planning to complete the work within 18 months,” the official said. Even five months after the tender was awarded, construction has not commenced,” sources said.

Sources, however, blamed the PWD for delaying the project. During the ceremony, he proposed connecting the two structures to create a continuous elevated corridor.
