Prayagraj : Allahabad high court has said it expects officers of the state and central govts to take steps to ensure timely uploading of medico-legal reports, including postmortem reports, on the UP Police’s Crime and Criminal Tracking Network and Systems (CCTNS) portal and their integration with MedLEaPR, along with sensitisation of officials of the concerned departments.
During the hearing through video conferencing on Oct 24, Shashi Kant Sharma, deputy director general, National Informatics Centre (NIC), New Delhi; Bhagwan S Srivastava, additional director general (Technical), UP Police, Lucknow; V Hekali Zhimomi, principal secretary, medical health and family welfare, UP; and Rahul Jain, head of the MedLEaPR team, appeared before the court. Dr Rajeev Ranjan told the court that between May 15, 2025, and Oct 22, 2026, 3,707 postmortems were conducted in Prayagraj, but police sent CCTNS requests to obtain postmortem reports from MedLEaPR in only two cases.
They said reports, including postmortem reports, can be uploaded after receiving FIR/case crime number-linked requests from the police department. On being asked the reason, the ADG (Technical) said he would sensitise police officials to send FIR-linked requests to hospitals and mortuaries, and added that technical issues had hindered proper transmission of such requests. The principal secretary (health) told the court she would ensure hospitals and mortuaries send medico-legal reports immediately after receiving requests from police stations.
NIC officials informed the court that the entire mechanism, including integration of MedLEaPR with CCTNS and the facility for uploading medico-legal reports, had been set up. Sharma assured continued technical assistance from NIC.
With the consent of the three officials, the court directed that a meeting be held on Nov 4 at 11 am in the office of the principal secretary, medical health and family welfare, to decide effective measures for implementation of MedLEaPR and its integration with CCTNS.
Justice Arun Kumar Singh Deshwal, while issuing the directions, said the officers concerned should sit together to sort out issues flagged by the court.
Recording the statements, the court said it was hopeful the officials would resolve issues regarding timely sending of medico-legal reports on CCTNS and their integration, including sensitisation. The directions were issued in a disposed-of bail application filed by Jairun Nisha of Prayagraj in a dowry death case.
