New Delhi: Buying or selling agricultural land in Delhi may get costlier as govt considers revising circle rates that have remained unchanged since 2008. With some transactions reportedly estimating land prices from Rs 2 crore to over Rs 15 crore per acre, the proposed revision, which may kick in this year, seeks to reassess official valuations across districts and village categories.
The move, which entailed Centre and Delhi govt reviewing a proposed revision of circle rates, could lead to a wider reassessment of official land and property valuations in the city and give new opportunities for redevelopment and urban expansion under Master Plan for Delhi-2047 (MPD-2047). The exercise follows a public consultation, with govt inviting suggestions through a notice issued on Oct 1, 2025. The immediate focus is on agricultural land, whose circle rates have remained unchanged since 2008. The existing minimum indicative rate is Rs 53 lakh per acre, while the rate for agricultural land in riverbed areas is Rs 17.6 lakh an acre. Under the proposals, the recommended agricultural circle rate is Rs 5 crore per acre in South and New Delhi districts, Rs 3 crore in North, West and North-West, Rs 2.5 crore in Central and Rs 2.2 crore in Shahdara, North-East and East districts. The proposed rate for South-West has been increased from Rs 3 crore to Rs 3.5 crore an acre, while South-East has seen a proposed increase from Rs 2.5 crore to Rs 3 crore.
Sources said a meeting was convened last week by Union ministry of housing and urban affairs along with Delhi govt for a comprehensive presentation on circle rates. A committee was formed to identify gaps in the existing structure. Govt committees have proposed substantially higher rates across districts, with separate categories for green-belt villages, urbanised villages and rural villages.
For instance, in South district, market rates across localities range from Rs 1.5 crore to Rs 10 crore an acre, with Khanpur reporting the highest values in one set of findings. Chhattarpur and the farmhouse belt were also among the higher-value locations, with rates ranging from Rs 5 crore to Rs 8.5 crore per acre, according to another set of findings. Past property transactions examined by the committee indicate considerable variations in land prices even within the same district.
In West district, rates range from Rs 3.5 crore to Rs 6 crore per acre, with most transactions involving land-pooling urbanised villages. In Najafgarh, market rates range from Rs 3 crore to Rs 10 crore per acre, while green-belt and rural land is valued at Rs 2 crore to Rs 8 crore. Urbanised land in Shahdara is valued at Rs 3 crore to Rs 10 crore per acre, compared with Rs 2 crore to Rs 8 crore for green-belt and rural land. In Narela and Alipur, rates range from Rs 3 crore to Rs 3.5 crore an acre. In New Delhi district, market rates range from Rs 1.5 crore to Rs 18 crore per acre, with luxury properties and bungalow-zone areas at the higher end. Delhi Panchayat Sangh has urged govt to raise the circle rate for agricultural land to Rs 10 crore an acre and ensure that no agricultural land is acquired until the revised rates are implemented.
