Jamia Millia Islamia has sent a show-cause notice to a hostel resident for purportedly taking emergency leave improperly to attend a protest

NEW DELHI: Jamia Millia Islamia has issued a show-cause notice to a female hostel resident for allegedly misusing emergency leave to participate in the ongoing students’ union protest, even as the university extended online classes till November 24 and shifted odd-semester examinations to online mode amid concerns over the campus situation. The notice, issued on October 27 by the provost of Begum Hazrat Mahal Girls’ Hostel, asked the student to submit a written explanation within 24 hours. The university has extended online classes till November 24, revising its earlier order that allowed online teaching only until November 8. In an order dated October 28, the university said a meeting of deans, heads of departments, directors and other officials assessed the campus situation and concluded that physical classes were not conducive to academic activities.

It warned that failure to provide a satisfactory response could invite disciplinary action. The decision comes amid continuing concerns over the prevailing situation on campus and the safety and security of students.

Practical, fieldwork, project, viva and minor project examinations will be conducted online from November 25 to November 30, according to the revised schedule. End-semester theory examinations will be held from December 1 to December 24. The university’s winter vacation will run from December 25 to January 12, 2027, while classes for the even semester are scheduled to begin on January 13. A notice circulated by the hostel’s discipline committee, as shared by Jamia students, said residents had been directed to take compulsory leave by November 1 in view of the shift to online academic activities. Protests have continued at the university for the past 18 days, with students demanding the restoration of the Jamia Millia Islamia Students’ Union (JMISU) and the announcement of an election schedule. The agitation continued despite a university order issued on Monday stating that students’ union elections would be held within 15 days of approval of the union’s constitution. The union was dissolved 20 years ago following recurring incidents of violence and attacks on teachers, including the then vice-chancellor, according to teachers.

The administration has also alleged widespread vandalism on campus, claiming that gates and CCTV systems were damaged overnight during the agitation. The committee said it had raised students’ concerns with the provost but was informed that the instructions had come from higher authorities. Students, however, said the decision did not fully address their demands. They questioned the absence of a deadline for approving the union’s constitution, which they said left uncertainty over the election process.

It added that similar leave instructions would be implemented in other girls’ hostels. The show-cause notice alleged that the student had obtained emergency leave on false or misleading grounds and was subsequently found staying at or participating in the protest site. It described the alleged conduct as a breach of hostel discipline and a violation of hostel rules. The student was asked to explain why disciplinary action should not be initiated against her for allegedly misusing emergency leave.
