Addressing a press conference on Tuesday, the BJP MLC urged the govt to address loopholes in the system and ensure that applicants receive Form 11 A and Form 11 B for their properties without delay. He said ever since the e-Swathu 2.0 was introduced on Dec 1, 2025, a total 1,84,222 applications under Form 11(A) have been submitted across the state. While 23,802 applications are still awaiting approval, 639 have been rejected. Meanwhile, out of 15,936 applications received under Form 11(B), 8,892 applications remain pending. In Dakshina Kannada, 65 applications and in Udupi district, 436 applications are yet to be disposed of, he said. Poor families seeking permission to construct a house are allegedly being forced to pay bribes in some cases,” he said, urging minister of rural development and panchayat raj minister Eshwar Khandre to immediately address the technical glitches and administrative bottlenecks in the e-Swathu 2.0 system.
As per the statistics available with the govt, a majority of the rejected applications were pertaining to Dakshina Kannada and Udupi districts, the MLC said. “This technical issue has affected residents in rural areas, who are forced to visit taluk and district headquarters repeatedly.
