The petitioner stated that an RTI reply revealed that out of 53 functional units, at least 22 were operating without mandatory consent to operate from the Tamil Nadu Pollution Control Board. At least 24 units were operating without valid food safety licences. In total, 51 packaged drinking water plants were running completely unauthorisedly without building approvals, trade licences, property taxes, or concurrent statutory permits.
