The petition also stated that Sugathan had submitted representations to the additional chief secretary and the chief secretary on June 12, but the govt waited for the opinion of the Kaapa advisory board before considering them. Meanwhile, prominent BJP functionaries, including Union minister of state Suresh Gopi , arrived at Viyyur prison to receive Sugathan after his release on Tuesday.
