Kanpur: In compliance with the directions of the State Election Commission, the divisional commissioner, Kanpur, has appointed Praveen Kumar Rai, joint development commissioner, as observer for the Bithoor Nagar Panchayat bye-election.
Praveen Kumar Rai will reach Kanpur on Oct 12 and stay at Canal Colony, Govind Nagar, according to Chaturvedi.
