The initiative envisages a technology-enabled, intelligence-led security framework as Gujarat develops into a major semiconductor manufacturing destination
Gandhinagar : Gujarat Police has proposed Project SemiconShield to strengthen the security of the state’s emerging semiconductor ecosystem through preventive policing, threat assessment, specialised investigation, emergency preparedness and institutional coordination. The initiative envisages a technology-enabled, intelligence-led security framework as Gujarat develops into a major semiconductor manufacturing destination.

“As a result of concerted efforts by Union and state govts, major semiconductor plants have been set up in the state in a short span of time.
Ahmedabad Rural SP Om Prakash Jat, assigned to lead the project, said semiconductor and allied industries have developed in a phased manner in different parts of the world. State govt has decided to create a dedicated force to cope with the challenges faced by the rapidly growing industry,” he said. “We are training our manpower, collaborating with the Indian govt and state govt departments, FSL, NFSU, private industry experts, law experts and people from tech industry to prepare a new force,” the police officer said. He said the security and safety of semiconductor units is paramount, as they support suppliers, logistics providers, and technology partners, requiring coordination among industry, law enforcement, and govt bodies. Listing potential threats to the industry, Jat said industrial espionage, intellectual-property theft, sabotage, and unauthorised access could affect industrial operations. “SemiconShield proposes systematic preventive measures rather than a reactive response to incidents,” he said. The SP said a proposed Centre of Excellence would provide an institutional platform for security research, threat assessment, technology evaluation, investigation support, specialised training, and stakeholder coordination. “The project also envisages collaboration with govt bodies, technical institutions, forensic organisations and industry stakeholders on research, training, technology assessment and suitable security protocols,” he said.
The officer added that the semiconductor industry is strategically important for electronics, automotive, telecommunications, defence and other advanced-technology sectors. The proposed framework is intended to complement existing corporate security arrangements. It would help develop policing practices suited to advanced manufacturing and critical industrial infrastructure. Gujarat’s semiconductor ambitions are taking shape around two major investment destinations, Sanand and Dholera, with projects spanning chip fabrication, outsourced semiconductor assembly and testing (OSAT), and advanced semiconductor manufacturing. Sanand has emerged as a hub for chip packaging and assembly. Dholera, meanwhile, is being developed as a greenfield semiconductor manufacturing hub.
