New Delhi: Empty spaces beneath flyovers could soon be put to use as community areas, parking facilities, urban gardens and other public utilities. PWD is planning to begin such a redevelopment under the ITO flyover.
A consultant has prepared a design for the space beneath the ITO flyover, proposing a cafeteria, parking facilities, a PWD control room with seating for 40-50 people, and conference rooms with cabins.
A senior Delhi govt official said the consultant had submitted the design and the project would now move towards tendering work. “The idea is to use design to transform these corners into meaningful public assets,” a PWD official said. “Some of these places have also become space for anti-social elements to take refuge,” he said. “In some areas people already park cars, so it is better that govt earns revenue from it by transforming it as it is public land,” he said.
The plan also includes landscaped areas, ramps and designated entry and exit points. The ITO project is part of a broader PWD plan to make better use of land beneath flyovers across the capital. These spaces often become parking spots or waste dumping sites.
50 flyovers have been identified for such an upgrade, according to officials. The longer list of 93 flyovers includes stretches along Ring Road and Outer Ring Road, besides Wazirabad, Ashram, Geeta Colony, Mukundpur and Rani Jhansi flyovers. Among the longer stretches identified are the New RTR flyover, measuring 2,650 metres, Rani Jhansi flyover (2,000 metres), and Zakhira flyover (1,600 metres). Also, Azadpur flyover (1,560 metres), Anand Vihar flyover (1,500 metres), Munirka flyover (1,400 metres), Naraina flyover (1,660 metres), AIIMS flyover (1,640 metres), and Outer Ring Road elevated stretches ranging from 2,600 to 2,850 metres could be developed on these lines.

Some flyover spaces are already being used for other purposes. Fenced parks have been developed beneath the Lajpat Nagar and Moti Nagar flyovers, while areas beneath the Sukhdev Vihar and Indraprastha flyovers house departmental offices. The redevelopment aims to turn such underused spaces into organised facilities rather than leaving them as neglected patches beneath elevated roads. Download the TOI App.
