Ahmedabad: Documentation hurdles, cumbersome application procedures and delays in incentive payments are undermining access to maternity benefits in Gujarat, a study involving 28 frontline workers across eight districts has found. Missing or outdated Aadhaar cards emerged as a major obstacle, cited by 13 respondents (46%). Bank account problems, missing documents and discrepancies in names across documents were each flagged by 12 respondents (43%), the study found. Twelve respondents (43%) said their incentives were sometimes delayed, five (18%) reported frequent delays, and six (21%) said they had not received payments.

“The findings underline concerns over accountability in disbursement systems,” Dand said.
