Chief minister Rekha Gupta’s cabinet Tuesday approved a 10-year Delhi industrial policy aimed at attracting investment and modernising existing industrial units. New Delhi: Delhi’s industrial growth strategy is set for a shift towards technology-led businesses, specialised services and cleaner manufacturing.
IT/ITES units will get up to Rs 10 crore for digital infrastructure, Rs 2 crore in rental assistance and Rs 10 lakh annually for cloud and bandwidth services. Global capability centres (GCCs) can receive up to Rs 50 crore for digital infrastructure, Rs 2 crore in rental assistance and up to Rs 1.2 lakh per new hire. Data centres, healthcare, R&D and logistics units will qualify for investment incentives up to Rs 10 crore.
The policy will also encourage resource reuse and waste reduction,” CM Gupta said. The policy aims to expand the capital’s industrial base beyond conventional manufacturing by targeting businesses that can operate in a space-constrained, densely populated city without adding significantly to its pollution burden. “The policy aims to position the capital as a leading hub for advanced technology, GCCs, data centres, research and development, healthcare services, urban logistics, the circular economy and modern manufacturing. The policy will promote clean, high-value industries while focusing on attracting fresh investments, modernising existing industries, encouraging women entrepreneurs and expanding employment opportunities for young people. The policy offers sector-specific incentives, with enhanced benefits for women entrepreneurs. Warehousing, cold-chain, green energy, patents, certification, technology adoption and MSME modernisation will also receive financial support. Under healthcare, the policy promises to provide enhanced support for making large hospitals. Research and development facilities, testing laboratories and data centres are also covered, with assistance linked to infrastructure creation, certification, research expenditure and compliance requirements. To address a common concern among investors — navigating multiple govt departments — the policy proposes a facilitation mechanism through Invest Delhi, operating via the Delhi Udyog Mitra Portal. It is expected to guide investors through site selection, statutory approvals, incentive claims and grievance redressal.
