Municipal Corporation of Delhi (MCD) has identified 200 parks across its 12 zones

The emergence of CCTV footage has added a fresh dimension to the case

New Delhi: Municipal Corporation of Delhi (MCD) has identified 200 parks across its 12 zones for additional security measures following a recent meeting with the Union home secretary.

Initially, MCD had planned to extend security measures to around 1,000 parks spread over one acre each. MCD maintains more than 15,000 parks, of which around 15-20% are tiny facilities. Guards are currently deployed at only 43 parks measuring two acres or more.

Proper lighting will be ensured in accordance with Indian Road Congress norms,” an official said. We need proper logistics and a system to record and monitor the footage,” an official said. “During the meeting, it was also suggested that Delhi Police consider developing a mobile app or portal through which NCC cadets could be engaged for checks, with a reward for registration,” he added.

However, during the recent meeting, civic officials pointed out that most MCD parks were surrounded by residential areas and were not secluded, reducing the need for dedicated guards at these locations. “It was subsequently decided to focus on larger parks that are located away from residential neighbourhoods. Guards will be deployed in shifts round the clock and will also patrol the parks in the evening. A study will also be conducted through Centre for Development of Advanced Computing or BISAG-N to ascertain which parks already have CCTV cameras and where additional installations are required. The exercise is to be completed by the end of Nov. “Installing CCTV cameras is not a challenge, but their operation and maintenance are. The civic body has cited financial constraints as the key reason for limited deployment of security personnel. Download the TOI App.

MCD soon initiated a comprehensive safety audit through its zonal staff, who are documenting the condition of parks and assessing them against 15 categories of safety parameters. The identified 200 parks, each spread over more than two acres, will be provided with guards, while damaged boundary walls will be repaired, boards installed and fencing strengthened.

Safety and security arrangements at these parks will be taken up on priority,” officials said. The civic body has been asked to submit a status report to central govt within a week and complete the safety work by Dec-end. The move follows an alleged rape at Aastha Kunj Park in Sept. Entry and exit arrangements will also be improved, with access regulated through two gates or as required. “We have large parks such as Ajmal Khan, Qudesia and Roshanara Bagh with multiple entry points.
