Under Stage II, there was a restriction on inter-state buses from NCR states, other than EVs, CNG and BS-VI diesel, from entering Delhi, according to the previous version of GRAP. SD Attri, member technical, CAQM, said that the Stage III curbs on plying BS-III petrol and BS-IV diesel or below-standard light motor vehicles (four-wheelers) have now been extended to Sonipat, in addition to Delhi, Gurgaon, Faridabad, Ghaziabad and Gautam Budh Nagar. Such vehicles will now be allowed only if they are electric, BS-VI or CNG. Citizen charters, which serve as advisories for the public, have also been expanded. However, it excluded buses and tempo travellers with All India Tourist Permit. Now, CAQM has moved these bus restrictions to Stage-Iand expanded the ban to cover more neighbouring states besides NCR states. Now, inter-city and inter-state buses from the states of Haryana, UP, Rajasthan and also from the adjoining states of Punjab, Himachal, Madhya Pradesh, Uttarakhand and J&K, other than EV/CNG/BS-VI diesel, will not be allowed to ply in Delhi-NCR during Stage-I GRAP. Similarly, curbs on diesel generator sets are now part of Stage I of GRAP. Following the order of Supreme Court, the exemption granted for BS-IV goods vehicles (Light Goods Vehicles, Medium Goods Vehicles in Stage-III and trucks or High Goods Vehicles in Stage-IV) carrying essential commodities has been removed in Stages-III and IV. Similarly, restrictions on entry of diesel-operated BS-IV and below-standard LGVs and MGVs registered outside Delhi into Delhi have been clearly mentioned in Stage -III. Citizen charters under each stage of GRAP have also been modified with additional points on dos and don’ts. Currently, only the state pollution control board can check these levels, but we want the public to be able to see the concentrations as well. We will issue an order soon to implement this. NEW DELHI: Commission for Air Quality Management has tightened the Graded Response Action Plan (GRAP) by deciding to bring some curbs earlier and trimming exemptions. The ban on inter-city and inter-state buses below BS-IV and on diesel generator sets, earlier imposed only from Stage II, will now kick in at Stage I of GRAP. The changes also remove an earlier exemption for commercial vehicles carrying essential goods in Stages III and IV.
