Hyderabad : Telangana high court on Wednesday expressed strong displeasure over the Education department’s rejection of representations submitted by aspiring candidates in the Hindi Pandit Grade-II recruitment matter in Nizamabad, despite district education officers (DEOs) having found them eligible and recommended their cases to the govt.
Recalling that the earlier writ petitions filed by the candidates had been disposed of based on the govt’s submission that the DEOs’ recommendations were under consideration, the bench said that if the govt had taken a decision contrary to those recommendations, it should explain the reasons.
The bench, while hearing the matter on Oct 26, warned that it would summon the chief secretary and initiate contempt proceedings if the pending issue was not resolved. Rana had also appeared before the court on Oct 26. “It appears that the respondent authorities acted mechanically and with a predetermined mindset while rejecting the representations, without properly considering the contentions recorded earlier, including submissions made by the state’s counsel and the recommendations placed on record,” a bench comprising Acting Chief Justice P Sam Koshy and Justice NV Shravan Kumar observed while hearing contempt petitions filed by six candidates alleging non-compliance with court orders relating to the DSC-2002 Hindi Pandit Grade-II recruitment process in Nizamabad. The bench also expressed doubt as to whether the authorities were “acting with a sense of retaliation against the candidates who had approached the court” and questioned how they could take one stand before the court and later arrive at an entirely different decision. The matter was adjourned. Download the TOI App.
After examining the additional affidavit filed by the govt, govt orders, the views of the Director of School Education and DEO reports, the bench questioned whether the govt had acted in accordance with the directions issued earlier by a Division Bench. The bench further directed Yogita Rana to be present before the court on the next date of hearing, observing that decisions taken by the department without a comprehensive examination of eligibility, vacancies and relevant recommendations were contrary to the spirit of its earlier orders. During the hearing on Wednesday, the bench recorded the virtual appearance of Yogita Rana, principal secretary, School Education department.
