Chikkamagaluru: MLC Arathi Krishna has urged the state govt to immediately rectify the eligibility rule that is denying Karnataka quota PG seats to NRI Kannadiga students who completed MBBS in the state.

Under KCET-NEET UG Clause-b (Horanadu/ Gadinadu quota), a student with a minimum of seven years of study in Karnataka or 10 years’ parental domicile is eligible for BE/ MBBS. Under this, thousands of children of NRI Kannadigas have studied 5.5 years of MBBS in govt and private colleges in Karnataka, completed internship and also compulsory rural service. However, for PG admissions, KEA PGET is now asking for proof of studying from class 1 to 12 in Karnataka. As per PGET-2025, a candidate who passed MBBS/ BDS from a Medical Council of India-recognised institution in Karnataka or a candidate who studied for 10 years in Karnataka is eligible. But KEA officials are misapplying Clause-b condition to Clause-a applicants also, asking for a 10-year study certificate and rejecting their Karnataka quota claim, treating them as open quota only.

In a letter to govt, the directorate of medical education (DME) and Karnataka Examination Authority (KEA), she said Karnataka-origin NRI students are facing serious injustice in MD/ MS admissions.

This violates a Supreme Court order in Dr Kriti Lakhina Vs Karnataka Government, where the apex court struck down the 10-year domicile rule for those who studied MBBS in Karnataka and held that studying MBBS in the state itself is enough for state quota. The MLC also urged chief minister D K Shivakumar to direct KEA not to seek a 10-year certificate if a student holds an RGUHS MBBS degree and also suggested setting up a grievance cell for NRI-related issues.
