Quota activist Manoj Jarange called off his hunger strike on the 20th day of the agitation on Thursday
Chhatrapati Sambhajinagar : Maharashtra govt’s note to quota activist Manoj Jarange on Thursday changed little in its contents compared to the one given to the quota activist earlier on the sixth day of his 20-day fast. A comparison of the two notes shows changes in figures relating to Kunbi records, the Hyderabad Gazetteer and caste-validity applications, besides additions like a 90-day action period, district-level nodal officers, pen-drive transfer of data and immediate commencement of the Shinde committee’s tour. Satara Gazetteer On cases registered during the agitation, there was no change in the figures: 1,509 cases registered, 1,373 withdrawn, 118 ineligible for withdrawal and 18 pending. Applications received fell from 21,051 to 20,763, certificates issued from 16,110 to 15,994, rejected applications from 64 to 60, and cases disposed of for other reasons from 2,456 to 2,176. Pending applications increased from 2,421 to 2,533.

The first version had been rejected by Jarange on the sixth day when it was brought by a govt delegation led by Maratha reservation sub-committee chairperson Radhakrishna Vikhe Patil. The figures relating to cases registered during the agitation, however, remained unchanged, while the stand of govt on the Satara-Kolhapur Gazetteer remained the same too. The earlier note mentioned the Jalna additional superintendent of police as nodal officer, while the latest note instead refers to providing a list of withdrawn cases and re-examining the ineligible and pending cases. Jarange called off his fast on Thursday after assurances from a govt delegation related to his demand.
In the case of Kunbi records, the number of certificates distributed in the Chhatrapati Sambhajinagar division was revised from 3,16,977 to 3,13,897. The state-wide figure was changed from 51,84,537 to 51,71,781. The latest note additionally mentions action within 90 days, pen-drive data transfer, district-wise nodal officers and an immediate start to the Shinde committee’s tour. The earlier note recorded 3,966 applications, 3,806 certificates distributed, 25 applications pending and 135 rejected. The latest note gives the figures as 3,553 applications, 3,372 certificates distributed, 50 pending and 131 rejected. The earlier note referred to the law department’s opinion, the possibility of obtaining the Attorney General’s opinion and 30-45 days to study the 1,173-page Satara Gazette. The latest note says the proposal was submitted to the Advocate General on Aug 31 and names Advocate General Milind Sathe and special counsel Birendra Saraf. The references to the 30-45-day period and Attorney General have been dropped. The 90-day period, however, was also mentioned in the earlier draft.
The number of pending applications has therefore increased from 25 to 50. The Hyderabad Gazette figures were also revised. The wording concerning the Satara-Kolhapur Gazette was changed without altering the broad process.
