Nashik : “Maharashtra’s recruitment examination system requires fundamental reforms to make it more secure, transparent, credible and candidate-friendly,” said V. Radha, additional chief secretary of the general administration department of the state and chairperson of the state govt’s high-level task force on recruitment examination reforms, on Wednesday.
The committee received nearly 30,000 suggestions, complaints and representations through emails and written submissions, and interacted with around 2,000 students during the consultation, she said. The task force has so far received 300 to 400 suggestions and concerns from candidates across the state, many of them raising new and fundamental issues specific to their regions.
Addressing the news conference here, V Radha said the committee would conduct a detailed study of suggestions received from students and stakeholders and submit its recommendations to the state govt within three months, as consultations with students, candidates and parents across all five revenue divisions of the state had been completed by the task force. Highlighting key concerns raised by candidates, Radha said frequent postponement of recruitment examinations causes considerable mental stress and uncertainty among aspirants. There is a strong demand for long-term planning of exam calendars and syllabi, timely submission of recruitment requisitions by departments and a time-bound process from notification to final appointment,” she said. Wherever immediate intervention is necessary, the committee will also make suitable recommendations to the govt,” Radha said. Meanwhile, director general of police Sadanand Date, who is a member of the task force, said the suggestions, concerns and queries raised by students would help develop a more robust, transparent and trustworthy examination system. Former Union Public Service Commission member Air Marshal (Retd.) Ajit Bhosale said the committee would frame comprehensive, inclusive and time-bound recommendations with candidates’ interests at the centre of the reform process. The objective, he said, is to create a recruitment framework that is fair, efficient and responsive to the aspirations of lakhs of job seekers. Ramaswamy said the panel would also examine the respective roles of the state govt and the Maharashtra Public Service Commission (MPSC) in strengthening the recruitment ecosystem. Another member, Virendra Singh, said the committee would study grievance-redressal mechanisms and best practices adopted by other states and central agencies to identify reforms that can be implemented in Maharashtra. Divisional commissioner and task force member Pravin Gedam said students had offered several suggestions related to examination procedures, infrastructure, question paper design and methods of selecting optional subjects. The feedback received from aspirants, he said, would play an important role in shaping the committee’s final recommendations.
“Students want greater clarity on exam schedules. Among the key demands put forward by students were the need to complete the recruitment process within a defined timeframe, with several candidates suggesting that appointments be made within three to six months of the final selection, and a fixed timeline for the recruitment cycle. “We will undertake a comprehensive review of all suggestions. Some recommendations may be implemented in the short term, while others will require long-term policy changes. She indicated that introducing a ‘One Platform, One Registration’ system for recruitment examinations could address several recurring issues faced by candidates. The task force is also examining the possibility of adopting a zero-tolerance policy against examination malpractices and introducing a model code of conduct for recruitment examinations.
