PMC has issued directives to all developers in the city to stop using potable water and instead utilise treated water for construction work
In 2024–25, PMC had issued showcause notices to 22 junior engineers for failing to monitor usage of water by real estate developers. The civic administration has also provided the option of using treated STP water for construction, which many developers are availing of. For FY 2026–27, PMC’s standing committee has set an expanded target of Rs3,199 crore from the civic building permission department. A major portion of this revenue (estimated at Rs600–700 crore) is projected to come from development premiums and permissions in 23 newly merged villages, alongside PMC’s revenue-sharing mechanisms with Pune Metropolitan Region Development Authority (PMRDA).

The civic administration will initiate penal action against defaulters,” said Nandkishor Jagtap, head of the Pune Municipal Corporation (PMC) water department. The majority of them are already following these directives, according to developers. Many said their associations as well as workers’ unions are also creating awareness about the use of treated water in the course of their work. Civic officials further said that action is not just being taken against developers, but also against PMC’s own. Water department officials said they depend on this data provided by junior engineers, or when they receive information from citizens via complaints. However, the latter is not so effective as hardly any complaints reach them, they said. At present, water sources like private wells, borewells, and tanker supply are being used for construction, said PMC officials. At a time when a flurry of construction work is imminent, judicious use of water assumes more importance in the face of scarcity, said citizens. “The importance of using treated water is being promoted via our organisation. We have urged our members to use such water wherever possible and save potable water,” said Nitin Deshpande, president of the Marathi Bandhkam Vyavsayik Sanghatana.
