Chhatrapati Sambhajinagar : State govt has decided to transfer the annual programme and related budgetary work from the planning department to the finance department, along with 28 posts from various cadres, in a major administrative restructuring to accelerate budgetary processes, decision-making and the implementation of the state’s ambitious ‘Developed Maharashtra 2047′ vision. The move was formalised through a govt resolution (GR) issued on Tuesday after the state cabinet’s approval of the restructuring proposal at its Aug 18 meeting. The transfer will be accompanied by the shifting of 28 posts to support the new administrative arrangement. As part of the overhaul, the cabinet has approved amendments to the allocation of subjects and functions between the finance and planning departments under the First Schedule of the Maharashtra Govt Rules of Business dated Aug 30, 2018. The GR stated that the planning department was carved out as a separate entity on Sept 1, 1972, to ensure coordinated supervision of schemes included in the state’s annual programme. The document, however, said the national planning framework underwent a fundamental shift after Centre replaced the Planning Commission with NITI Aayog on Jan 1, 2015.
The annual programme and all associated budgetary responsibilities currently handled by the planning department will now come under the finance department, according to the GR. “The restructuring is intended to streamline budget operations, improve coordination and speed up decision-making to facilitate effective implementation of the Maharashtra 2047 programme,” a Mantralaya official said. “Against this backdrop, it became necessary to alter the existing two-tier budgetary system and entrust the relevant functions to the finance department,” the GR stated.
Its primary role was to prepare state and district-level annual plans in line with guidelines issued by the erstwhile planning commission .
The official also said a separate GR detailing the transfer of the 28 posts and other administrative arrangements would be issued after the general administration department notified the approved amendments to the Maharashtra Govt Rules of Business and the Maharashtra Government Business Rules, 2026.
