“The objective is to create additional, well-planned accommodation facilities for the growing number of pilgrims expected during Simhastha Kumbh Mela while ensuring safety, sanitation and environmental compliance,” Kumbh Mela Authority commissioner Shekhar Singh said. Discharge of sewage into rivers or natural water bodies, along with open dumping or burning of waste, has been prohibited,” an official said. “Testing must be conducted every seven days during normal periods and daily during peak pilgrimage and major bathing days,” the official said. “Electrical safety measures, including secure wiring, earth-leakage circuit breakers and mandatory inspections before occupancy, are also compulsory,” another official said. “All proposals will be vetted by departments concerned, and operators will be required to obtain statutory approvals and no-objection certificates related to disaster management, sanitation, water supply, electricity, police clearance and food safety,” the official said.
Nashik: The Nashik-Trimbakeshwar Kumbh Mela Authority (NTKMA) will allow private players to set up temporary tent cities on privately owned land to meet the expected surge in pilgrims during the Simhastha Kumbh Mela and ease pressure on existing accommodation infrastructure. The authority has issued a detailed standard operating procedure (SOP) for their establishment and operation. Under the initiative, private landowners and operators with registered agreements with landowners will be allowed to apply to develop tent cities, provided they offer essential amenities. As per the SOP, tent cities can only be set up on privately owned, contiguous and encumbrance-free land within Nashik district. A minimum land parcel of two acres is mandatory. The facilities will be allowed only for the notified Kumbh period, after which all temporary structures must be dismantled and the land restored to its original condition. The guidelines place strong emphasis on sanitation and environmental protection. “Operators must provide adequate toilets, bathrooms and facilities for persons with disabilities. Water quality monitoring has been made compulsory, with separate arrangements required for drinking and utility water. The SOP also mandates segregation of waste at source and daily collection through authorised agencies, with disposal to follow Maharashtra Pollution Control Board norms. Composting and biomethanation of wet waste have been encouraged. On the safety front, operators must prepare comprehensive emergency response plans covering fire incidents, crowd control, medical emergencies, evacuations and adverse weather conditions. The application process is expected to begin shortly. Applicants will need to submit land ownership records, GPS coordinates, layout plans, accommodation capacity details, parking and utility plans, fire safety measures and proof of relevant operational experience.
