An exam was conducted in July 2023, and Arun J Prathap secured the first rank and was advised for appointment in June 2025. Later, following litigation initiated by a rank holder before Kerala Administrative Tribunal, it was revealed that the answers to 10 questions in the written examination had not been evaluated. State govt on July 8 granted prosecution sanction under Section 17A of the PC Act to prosecute members and staff of the Commission in the matter, according to PSC. Subsequently, the crime branch registered a case on July 29 alleging offences under Section 316(5) of the BNS, 2023, and Sections 7(c) and 13(1)(a) of the PC Act. Notices under Section 179 of the BNSS were also issued to members of the commission, prompting it to approach HC.

Kochi : Kerala Public Service Commission (KPSC) and its secretary have approached High Court seeking to quash the criminal case registered against its members and staff over alleged exam irregularities and the prosecution sanction granted by state govt to proceed with the case. The case arose from allegations regarding the conduct and evaluation of the PSC exam for appointment to the post of Chief (industry and infrastructure division) in Kerala State Planning Board. Accordingly, in a batch of petitions, the tribunal directed the commission to proceed with the evaluation of the unevaluated answer scripts. The commission challenged the sanction granted by state govt, contending that govt had no authority to grant such sanction, as the members and staff of the commission were not employed in connection with the affairs of state govt.
