Chief Minister Yogi Adityanath during the second day of the TechSangam International Conference in Lucknow on Saturday
Addressing the inaugural session of the three-day international conference, Tech Sangam 2026, at the UP State Institute of Forensic Science, Yogi cautioned against excessive reliance on AI, saying it should assist decision-making rather than replace human judgement. The CM highlighted that the 100 acres of land on which the forensics institute stands was once under the control of a land mafia. In 2017, when the matter was flagged before him, he ordered an investigation and an FIR was registered against the accused. UP govt is now developing forensic laboratories across all 18 police ranges. In addition, more than 150 forensic vans have been deployed to help teams reach crime scenes, collect evidence and accelerate investigations,” he said. State govt has set a target to develop five gigawatts of data centre capacity by 2030, for which five major data centre clusters are being developed, he said. Connecting tech with public welfare need of the hour: CM Ahead of the inauguration of ‘TechSangam 2026’ on Saturday morning, chief minister Yogi Adityanath posted on social media platform ‘X’ that connecting emerging technological possibilities with public welfare, justice and a bright future for youth is the greatest need of the hour. The conviction rate was below 30%. After 2017, the state’s double-engine govt worked towards changing this situation. Today, all 75 districts have cyber police stations and efforts are underway to establish forensic laboratories in every division,” he wrote.
Talking about delays in investigations earlier, the CM also cited the case of a criminal who committed his first crime in 1980 but could be convicted only in 2022 due to a lack of evidence and the destruction of DNA samples. He also launched the Consent Management Portal, laid the foundation stone of the ‘Abhedya’ project and released the book ‘AI in Construction’.
By integrating scientific evidence, forensic investigation and modern technology, criminal investigations can be made more effective, while delays in delivering justice can also be reduced,” he said. As soon as a second FIR was lodged, the accused surrendered the land, the CM said, citing this case as an example of how law and order had improved in the state under his govt. Quoting the television series ‘CID’, Yogi said earlier people watched on television how criminals could be traced based on a single hair or fingerprint. This, he said, demonstrated how important scientific evidence is in criminal investigations and why collecting evidence on time is essential for the judicial process. The CM further said that science and law must complement each other. He said it had become essential to promote modern technology, scientific research and trained human resources in the fields of cybersecurity and forensic science. Calling the three-day seminar a “symbol” of UP’s changing work culture, Yogi said before 2017, UP had only two cyber police stations and four forensic laboratories.
“Technology must be guided by human judgement, rather than humans becoming dependent on technology’s judgement. Complete dependence on AI could become a future crisis. On the occasion, the CM inaugurated the ‘LEXQ Centre of Excellence’, which will work in the field of quantum forensics and legal compliance. “A decade ago, issues such as cyber forensics and quantum technology in Lucknow seemed like a dream. With forensic science and modern technology, such investigations have become a reality. “Under the new criminal laws, special emphasis has been placed on collecting forensic evidence in offenses punishable with imprisonment of more than seven years. Twelve laboratories are complete, while six others are in the final stage. With this objective in mind, the LEXQ Centre of Excellence will connect quantum technology with law, security and forensic science. He added that UP was fast developing as a major hub for AI and data centres. “The inadequate use of scientific and technological capabilities, along with the lack of scientific evidence, often allowed criminals to escape legal consequences.
Lucknow: Lauding Uttar Pradesh ’s scientific and legal capabilities, chief minister Yogi Adityanath on Saturday said criminals can no longer hide behind technologies such as artificial intelligence and deepfakes, as the state’s law enforcement apparatus now has the capability to track them effectively. Today, this institute is giving a new direction to scientific investigation, modern crime probe and technical education in the state,” he said.
