The Uttar Pradesh Vigilance Establishment has filed a First Information Report (FIR) against Azam Khan, a veteran leader of the Samajwadi Party and former chairman of the UP State Haj Committee. The FIR also implicates two former secretaries of the committee and two private developers. This action is in response to alleged irregularities related to the sale of a 60,000-square-foot plot in Lucknow, which was designated for the construction of a Haj House. The investigation aims to address concerns regarding the handling of this valuable property.
Five Individuals Named in FIR Filed by Lucknow Vigilance Police
On September 8, an FIR was filed at the Lucknow sector police station of the vigilance establishment, naming five individuals as accused. The list includes Azam Khan, along with Laiq Ahmed and MA Ahmed Khan, both former secretaries of the Haj committee. Additionally, Mohammad Ayub and Mustaqeem Ahmed, who are associated with Amish Developers, have also been named in the complaint.

The irregularities caused an estimated revenue loss of around Rs 2 crore to the State Haj Committee, according to the vigilance findings cited in the FIR. The FIR says the UP govt, through an order issued by the vigilance department on July 21, 2026, directed registration of a criminal case against the three former Haj Committee office-bearers and the two developers on the basis of the findings of the open inquiry. The case has been registered under Sections 420 and 120-B of the IPC and the Prevention of Corruption Act as mentioned in the FIR.

The vigilance establishment had conducted an open inquiry after the UP govt ordered an investigation into alleged irregularities in the process of purchasing and subsequently selling the land located at Khasra No, according to the FIR. The vigilance establishment said the inquiry prima facie found that the State Haj Committee sold the plot without following the prescribed rules and conditions. The plot had been acquired by the State Haj Committee for construction of a Haj House in Sarojini Nagar, Lucknow. The vigilance inquiry examined the subsequent sale of the land and the circumstances under which its registry was executed in favour of Amish Developers, represented by Mohammad Ayub and Mustaqeem Ahmed. The FIR alleges that the then chairman and secretaries of the State Haj Committee did not follow the prescribed procedure while facilitating the sale of the property. The vigilance establishment has alleged that Azam Khan, Laiq Ahmed and Dr MA Ahmed Khan abused their official positions and entered into a criminal conspiracy with the developers with the intention of providing undue benefit to Amish Developers. The FIR states that the officials acted in collusion with Mohammad Ayub and Mustaqeem Ahmed and extended improper benefit to the private firm, resulting in financial loss to the Haj Committee. The three former Haj Committee office-bearers have been booked under provisions relating to cheating and criminal conspiracy under the Indian Penal Code, along with sections of the Prevention of Corruption Act, including provisions concerning bribery, criminal misconduct by a public servant and punishment for such misconduct. The two developers have been booked under provisions relating to cheating, criminal conspiracy and abetment of offences under the Prevention of Corruption Act. The vigilance establishment will now investigate the circumstances surrounding the land transaction, the decision-making process within the Haj Committee, the role of the officials and developers, the documentation and registration process, and the alleged financial loss to the committee.
