UP had 15.4 crore voters before the start of Special Intensive Revision (SIR) in Oct 2025

At the BJP state executive committee meeting on Oct 30, CM Yogi Adityanath had informed party workers that the names of 1.27 crore Hindus were missing from the electoral rolls and stressed the need to ensure that all eligible voters were included. Speaking to TOI, Rinwa said an intensive enrolment drive involving a comparison of electoral databases and identification of eligible citizens left out of assembly rolls could substantially increase voter registration ahead of the 2027 assembly elections. UP had 15.4 crore voters before the start of Special Intensive Revision (SIR) in Oct 2025. Over 2.01 crores voters were removed from the roll after the exercise on April 10, 2026 making the count 13.39 crore. By Oct 7, 2026, the number had climbed to 13.46 crore. However, the rural panchayat electoral rolls finalised on June 10, 2026, contain 12.58 crore voters, while urban local body electoral rolls published on April 2, 2023, list 4.33 crore electors. Together, they account for 16.91 crore voters, compared with 13.46 crore electors in the ECI’s assembly rolls as of Oct 7, 2026, leaving a numerical gap of nearly 3.45 crore voters.

Lucknow: Uttar Pradesh is aiming to add more than one crore voters to its electoral rolls through the ongoing Special Summary Revision (SSR), chief electoral officer Navdeep Rinwa said, citing a significant gap between the Election Commission of India ’s assembly electoral rolls and the combined electorate of rural panchayats and urban local bodies. Educational institutions and Electoral Literacy Clubs will organise awareness programmes and voter registration camps targeting young and first-time voters. Eligible citizens identified during the exercise will be assisted in filing registration applications.
