New Delhi: Delhi govt Wednesday directed its transport department to halt the implementation of a notification on a new challan resolution mechanism after a coordination committee of advocates objected to changes in the rules and sent a missive.
Lawyers in Delhi are protesting against amendments to rule 167 of the Central Motor Vehicle Rules, 1989. The revisions shift judicial powers to executive officers and mandate a 50% pre-deposit fee to appeal against a fine. The lawyers had announced a ceasework on Sept 24 to protest the changes. They had also objected to the mandatory 50% pre-deposit requirement to contest a challan.

But Delhi Bar Association, Tis Hazari, has said it will hold a token ceasework. Transport minister Pankaj Kumar Singh said the concerns raised by the advocates were being taken seriously. He said the representation would be sent to the transport department for examination. Till then, the department is being directed to put the implementation of the notification on hold, he said.
However, most bar associations suspended the strike after the talks. The lawyers had questioned the role of the executive in deciding whether a challan challenge should be accepted before a person can approach a court. Download the TOI App.
