Lucknow: In a major deregulation push aimed at boosting real estate investment, the Uttar Pradesh govt has delegated powers to local development authorities to approve land-use conversion for plots up to 6,000 sq metres, while introducing time-bound clearances and rationalising conversion charges under amended rules notified this month.
Though the amendments were notified on Sept 22, detailed implementation guidelines were recently circulated among development authorities to ensure a smooth transition to the revised system.
The housing department said the rates were rationalised following a review of practices adopted by other states, with the objective of making Uttar Pradesh more investment-friendly and encouraging faster urban development. Principal secretary, housing, P Guruprasad said the reforms were aligned with the ease-of-doing-business and deregulation agenda being pursued by both the Centre and the state govt. The amendments to the Uttar Pradesh Urban Planning and Development (Assessment, Levy and Collection of Land Use Conversion Charge) Rules are part of the state’s ease-of-doing-business and deregulation drive. Aimed at speeding up approvals for land-use changes, the revised framework seeks to cut procedural bottlenecks, simplify compliance requirements and support urban development across key growth centres.
