Telangana clears registrations of non-NALA houses in 22-A relief move

Hyderabad : In a significant relief for thousands of property owners caught in long-pending 22-A disputes, Telangana govt has decided to permit registration of houses built on lands that were converted for residential use but lack mandatory non-agricultural land assessment (NALA) conversion, paving the way for resolution of another major category of prohibited properties.

Because nALA conversion was not completed, despite the lands having been converted for residential use, he said a memo was issued on Saturday to address cases where registrations had been stalled solely. Srinivasa Reddy said govt had taken note of difficulties faced by owners of residential patta lands included in the 22-A prohibited list, where properties continued to be reflected as agricultural land in revenue records due to non-completion of the NALA process.

Revenue minister Ponguleti Srinivasa Reddy said the decision would offer a permanent solution to a long-standing problem that has affected property owners for decades. The minister said collectors had been directed to thoroughly examine applications by verifying revenue records, ownership rights and the ground situation. He further said eligible applications should be processed in a transparent and time-bound manner to ensure citizens are not forced to make repeated visits to govt offices for registration-related services.

Clear guidelines have been issued to district collectors for implementation, he added. District collectors have also been asked to submit periodic reports on the progress of implementation.

The decision is expected to provide much-needed relief to ordinary and middle-class families who have been unable to sell their plots or secure loans against them for years because of registration hurdles, according to the minister.

He said officials have a responsibility to implement govt’s decisions taken in the public interest and stressed that prompt and efficient action by the administration would help resolve public grievances quickly.
