UP sets up task force to speed up AgriStack rollout

Lucknow : The Uttar Pradesh govt has constituted a 20-member state-level task force headed by chief secretary to accelerate the implementation of AgriStack, an ambitious digital public infrastructure project aimed at transforming farm governance and service delivery.

Touted as the digital backbone of Digital Agriculture Mission (DAM), AgriStack seeks to create an integrated platform that will streamline the delivery of govt schemes, provide personalised farm advisories and improve farmers’ access to institutional credit and other financial services. The task force will also have additional chief secretaries from as many as nine departments on board, including Agriculture, Revenue, Finance, IT and Electronics, Horticulture and Food Processing, Cooperation, Food and Civil Supplies, Irrigation, and Social Welfare. The director of agriculture will serve as the nodal officer of the task force, which will also comprise representatives from Panchayati Raj Department, State Level Bankers’ Committee (SLBC), NABARD and Planning Department.

The state-level task force will be assisted by a 12-member special task force to be constituted in every district. They will subsequently prepare detailed proposals to be uploaded to the dashboard of Union Ministry of Agriculture and Farmers Welfare by Oct 31. In a detailed communiqué sent to various departments, principal secretary (agriculture) MKS Sundaram said the state- and district-level task forces would work towards the comprehensive use of AgriStack data while identifying key implementation bottlenecks. The district-level team will be headed by district magistrate, with deputy director (agriculture) serving as the convener. It will also include officials from the horticulture, irrigation, land conservation, cooperation and Panchayati Raj departments. AgriStack integrates multiple data sources into three core components: Farmer Registry, which assigns a unique Aadhaar-seeded farmer ID to every landowning farmer; Geo-referenced Village Map, which digitally maps and links agricultural land parcels to geographical boundaries for accurate verification of farm plots; and Crop-Sown Registry, which envisages the use of smartphone applications and satellite imagery to track crops grown on individual agricultural plots.
