In 2016, Chavda obtained an ST certificate as a descendant of pastoralists living in Gir’s ness (forest settlements) in the Barda and Alech forests of Saurashtra. A Presidential order issued in 1956 accorded ST status to pastoralists living in these forest areas. Chavda secured admission to an MBBS course under the ST category, completed his degree in 2023 and began preparing for NEET-PG. The deadline to register online with the Admission Committee for Professional Post-Graduate Medical Education Courses was 3pm on Oct 8. Through advocate Hardik Muchhala, Chavda approached high court again, seeking permission to register using the certificate issued in 2016. The admission committee argued that Rule 10(1)(vii) of the Gujarat Professional Medical Education Courses (Regulation of Admission in Post Graduate Courses) Rules, 2017, mandates candidates applying under reserved categories to submit their caste certificates at the registration stage itself.
The cancellation had not only jeopardised Sudhir Chavda’s chances of securing PG admission but also exposed him to the possibility of losing his MBBS degree and facing criminal prosecution. However, in Feb this year, nearly a decade after the certificate was issued, the caste certificate scrutiny committee cancelled it. Fearing the consequences, he approached high court challenging the decision. Meanwhile, the National Board of Examination declared the NEET-PG results in Sept, and Chavda qualified for admission. Without a valid caste certificate, he could not complete the online registration process. A public holiday, the weekend and a lawyers’ strike had contributed to the delay.
Ahmedabad: With just hours left before the registration deadline for postgraduate medical admissions, Gujarat High Court came to the rescue of an MBBS doctor whose Scheduled Tribe (ST) certificate was cancelled, allowing him to register using the decade-old certificate while his legal challenge remains pending. His application came up for hearing on Thursday, just hours before the deadline.
