Gujarat rolls out mandatory online registration for establishments: The wider industry impact

The move is part of the state’s transition to the new labour compliance framework, with the code and Gujarat Occupational Safety, Health and Working Condition Rules, 2025 coming into effect from Nov 21, 2025, a senior labour department official said. The Gujarat govt operationalised Shram Setu portal for the registration process from Aug 25. The OSHWC Code seeks to consolidate 13 central labour laws into a single framework covering occupational safety, health and working conditions.

A senior labour department official said, “Eligible establishments must complete online registration on Shram Setu within the prescribed timelines to ensure worker safety standards and legal compliance. An industry representative from an Ahmedabad-based manufacturing association said, “A single digital registration and fewer registers can reduce repetitive paperwork, but companies will need to act quickly to avoid missing the transition deadlines. Eligible establishments are required to submit their applications online and obtain certificates through the portal. The new system also aims to simplify compliance through digital registration, standardised documentation and a common regulatory framework. Download the TOI App.

Under the implementation guidelines, new establishments covered by the code must apply for registration within 60 days of becoming eligible. Existing establishments already registered under earlier labour laws have been given 180 days from the date of enforcement to update their registration by submitting Form-1 online. The registration certificate must be displayed prominently at the owner’s or establishment’s principal place of business. It can be displayed either physically or digitally and should remain clearly visible to workers and inspectors. This will be part of measures to strengthen workers’ safety, health and working conditions.

Ahmedabad: Factories, construction sites and industrial and commercial establishments employing 10 or more workers in Gujarat will now have to mandatorily register online on the state govt’s Shram Setu portal under the Occupational Safety, Health and Working Conditions (OSHWC) Code, 2020.
