Gandhinagar : Chief minister Bhupendra Patel has approved a GIDC amnesty scheme to resolve pending stamp duty issues linked to past transfers of industrial plots and sheds, a move expected to ease compliance burdens for MSMEs and boost the ease of doing business. The decision follows representations from entrepreneurs and GIDC associations about legacy transactions carried out through allotment letters or supplementary agreements instead of registered lease deeds.
Gujarat Stamp Act Amendments Impact MSMEs
Recent amendments to the Gujarat Stamp Act, 1958, which took effect on April 10, 2025, have intensified financial challenges for current plot holders. Many of these owners did not pay full stamp duty during property transfers, leading to demands for unpaid duties, interest, and penalties as they seek lease deed registration for loans or business purposes.
Industry representatives have expressed concern that the application of these new provisions to older transactions places a heavy financial burden on present owners.
In response to the amendments, industry bodies have welcomed the government’s decision. H M Patel, secretary of the Federation of Industry Associations, stated, “More clarity will come after the notification but the decision will provide relief to MSMEs.” Similarly, Ajit Shah, president of the Sanand Industries Association, remarked, “The decision will lower unreasonably high liabilities for MSMEs.”
