Delhi Police has drawn up a security plan involving road blockades, preventive detentions and restrictions on movement for the protest against SIR and CEC Gyanesh Kumar
NEW DELHI: Security plan 30+ blockade points Checkpoints identified across city to stop protesters from reaching Jantar Mantar. A DCP-rank officer and personnel from the same district to be deployed at each point; across Delhi, nearly 35,000 security personnel, including Delhi Police and paramilitary forces; women cops requisitioned from outside the city, including 25 from UP. Police have also mapped locations where violence, stone-pelting or clashes occurred during the previous protest on July 20, including Ashoka Road, Tolstoy Marg and Jantar Mantar Lane. 30–35 detention centres Stadiums, community centres and police stations being readied to accommodate protesters detained at borders and checkpoints. Leave cancelled Leave of Delhi Police personnel of all ranks have been cancelled from Oct 8 until further orders. During the previous protest, police fact-checked 56 such posts. Liquor shops shut Liquor outlets across the city ordered shut on Oct 9 and 10. Market associations in CP, Sadar Bazar and parts of Karol Bagh and Chandni Chowk have confirmed closure on Oct 10. 45 metro stations shut Following a request from Delhi Police, DMRC announced the closure of entry and exit gates at 57 stations from 9pm on Oct 9, along with reduced train frequency. Later, the list was curtailed to 45 stations. The restrictions are likely to stay till Oct 10 6pm. Traffic movement Previous metro closures Anti-CAA and NRC, 2019 – DMRC had temporarily closed nearly 20 stations Jan 2021- 16 stations were shut after protesting farmers entered the city and clashes erupted near the Red Fort and ITO Feb 2024- Multiple gates at nine metro stations across Delhi were shut in view of the farmers’ protest July 20- Entry/exit at 18 stations regulated for five days Oct 2- Entry/exit at 12 stations in central Delhi suspended for several hours.

Three layers of barricades Roads leading to Jantar Mantar to be closed. These stretches have been barricaded as part of the preventive measures. The placement of barricades has been kept in a zigzag pattern to slow down protesters in case they breach the initial security cordon and attempt to move further towards the restricted areas. Police coordinating with cab aggregators to regulate movement. Several trains reportedly cancelled. Internet restrictions Mobile internet services to be suspended in 4km radius of Jantar Mantar. Markets and offices Curbs proposed for markets, offices, restaurants and otheroffices, restaurants and other commercial establishments in Connaught Place. Markets in Green Park, Sarojini Nagar and GK to stay open. This coincided with Supreme Court’s direction to Centre to reconsider the sweeping curbs.
