New Delhi: Residents of Delhi’s unauthorised colonies have got three more months to apply for ownership rights to their properties under the PM-UDAY scheme as Delhi govt Friday extended the deadline for submission of fresh applications from Oct 31, 2026, to Jan 31, 2027.

Launched by central govt on Oct 29, 2019, PM-UDAY aims to grant ownership rights to residents of unauthorised colonies, enabling them to secure legal recognition of their properties. As of March 31, 2026, around 40,000 conveyance deeds and authorisation slips were issued. To address this, Centre on April 7, 2026, simplified the norms, allowing 1,511 of Delhi’s 1,731 unauthorised colonies to be regularised on an ‘as-is, where-is’ basis. Delhi govt revamped the registration process from April 24 to extend ownership rights to nearly 10 lakh households across these 1,511 colonies.

Because of the absence of approved layout plans, one of the major hurdles was that even after obtaining ownership documents, residents were unable to get building plans approved or regularise existing structures. A revenue department official said eligible residents could submit their applications for authorisation slips as well as conveyance deeds through the PM-UDAY scheme. No conveyance deed or authorisation slip will be issued against applications received after the cutoff date,” said the official. “Since the revenue department took over the implementation of PM-UDAY, around 20,000 registrations have been done,” said an official. An official said the process had largely been digitised by integrating the two portals with National Generic Document Registration System, enabling applications to move through different stages without repeated visits to govt offices.

“They can also approach PM-UDAY helpdesks in their respective districts for assistance with the application process. However, the scheme’s progress remained relatively slow. The requirement of approved layout plans was dispensed with, allowing property owners to get building plans prepared through empanelled architects and upload them online. Following the changes, Centre transferred the responsibility of implementing PM-UDAY from Delhi Development Authority to the Delhi revenue department. Under the revised system, residents have to apply through Delhi’s Swagam portal. Those already registered under PM-UDAY can use their existing login credentials, while new applicants must first obtain a mandatory PM-UDAY card through the PM-UDAY portal before applying. However, establishing the chain of ownership documents still remains a challenge. Download the TOI App.
