New Delhi: New Delhi Municipal Council (NDMC) has approved a series of proposals to improve public infrastructure and civic services, including Rs 18.2 crore for eliminating 700 ‘dark spots’ on roads, a 50-bed Ayush Hospital in Sarojini Nagar, and a computer-based examination centre in Moti Bagh.
The council has also cleared a 50% concession in parking charges for electric vehicles (EVs) and approved a proposal to divide its 150 parking facilities into three clusters to expedite the appointment of concessionaires. Delhi minister Parvesh Verma administered the oath of allegiance to NDMC chairman Manoj Kumar Dwivedi, who had assumed charge on Aug 7. To encourage the adoption of cleaner transport, NDMC approved a 50% concession in parking charges for electric vehicles at its lots. As of April 2026, Rs 63.5 crore was outstanding in water dues. NDMC also approved a simplified water tariff structure for Dhobi Ghats by removing the earlier applicable charge of 2.5 times the water usage rate. NDMC okayed a proposal to establish a 50-bed Ayush Hospital and Research Centre in Sarojini Nagar at Rs 55 crore through a 50:50 partnership between it and ministry of housing and urban affairs.
NDMC vice-chairman Kuljeet Chahal said the council identified several locations with inadequate lighting. The decision will improve public safety,” said Chahal. A proposal to revise parking charges in areas under NDMC is also under consideration,” said Chahal. “These will provide people relief from the burden of long-pending dues and make the system more reasonable,” Verma said.
The decisions were taken Monday at its first meeting of this financial year. Our focus is to make New Delhi cleaner, better managed and more citizen-centric. Under the dark spot elimination project, new octagonal streetlights will be installed. “Surveys of these spots are being carried out. The initiative is also in line with directions issued by CAQM. NDMC has been operating parking facilities through its own staff for more than two years, a system that has reportedly resulted in financial losses. It made several attempts to invite tenders in the past, but couldn’t achieve success. “The proposed smart parking system will help motorists locate available parking spaces through navigation facilities, reduce time spent searching for parking and improve parking management. It will be monitored through its integrated command and control centre. The council approved a one-time waiver scheme for late payment surcharge (LPSC) on outstanding water bills of Dhobi Ghat consumers.
Verma said, “Today’s decisions will strengthen civic infrastructure and improve everyday services for residents.
The council also sanctioned Rs 6 crore for replacing seven heavy-duty outdoor/public service escalators in Connaught Place. Dwivedi said the council approved the draft of NDMC’s Solid Waste Management Bye-Laws, 2026, apart from clearing proposals for the construction, operation and maintenance of bus queue shelters under packages I and II on a build, operate and transfer basis. NDMC proposed setting up a modern computer-based test centre in Moti Bagh. To be named Palika Adarsh Examination Centre, it will conduct computer-based exams for students and is expected to generate revenue for the civic body. Download the TOI App.
