In an order dated Sept 7, BDA said residents had repeatedly flagged the lack of basic infrastructure and upkeep after builders’ defect liability obligations lapsed. No clarity, say residents Residents have sought clarity on whether the arrangement covers all 29 BDA apartment projects without legally formed associations or only those where BDA collected 1% of the flat value as maintenance during registration. Our apartment is over 10 years old, yet we’re still fighting for basic works like a compound wall and STP. Residents need pending works completed, clear accountability and a time-bound handover roadmap, with autonomy for RWAs to manage their communities. ” Box Apartments under BDA watch North: 2 East: 5 West: 19 South: 3 Total: 29 You Can Also Check: Gold Rate in Bengaluru | Silver Rate in Bengaluru | Bank Holidays in Bengaluru | Public Holidays in Bengaluru | Bengaluru AQI | Weather in Bengaluru | Petrol Price in Bengaluru | Diesel Price in Bengaluru | CNG Price in Bengaluru | LPG Price in Bengaluru Stay updated with the latest Bengaluru news.
This will decentralise power and help in better administration,” said BDA chairman NA Haris. Residents said completing long-pending works remained their primary concern, but the circular does not specify how or when these would be taken up. A resident of a BDA apartment in Gunjur said: “The circular needs more clarity. Another resident said: “Our primary demand is clarity and commitment on pending works in projects advertised as move-in-ready, but the circular does not clearly address them.
Bengaluru: Acting on residents’ complaints about poor infrastructure and maintenance, including defunct sewage treatment plants (STPs) and apartments awaiting occupancy certificates, Bangalore Development Authority (BDA) has directed zonal commissioners and executive engineers to personally oversee the maintenance of apartment complexes whose defect liability period (DLP) has expired. The authority will intervene at the local level until apartments are formally handed over to resident welfare associations (RWAs). DLP is the period — starting from date of completion — during which the builder is responsible for rectifying construction defects / completing pending works. “We’ve been making things more convenient for people. We’re accessible and everyone can talk to us. They also questioned whether residents would have to pay for maintenance where no fee was collected and no association exists, and what services would be covered, including common-area electricity, DG sets, sewage, water, leakages, security and housekeeping. Some officials named in the circular have also left BDA, leaving residents unsure whom to approach. There are gaps, and we don’t know what exactly the newly allotted engineers will focus on or how they will take up the issues. Officials keep changing, so every time we have to explain everything from the beginning. There are several pending issues, so some clarity from officials on how they plan to take this forward would really help. Instead, it extends BDA maintenance in DLP-expired projects without RWAs, even though many have informal associations already managing day-to-day affairs. Download the TOI App.
Most are marked “non-DLP”, while the two Gunjur phases are flagged as incomplete. Under the directives, zonal commissioners and engineers will be responsible for maintenance in DLP-expired apartments until RWA handover. Engineers must conduct regular site visits, resolve grievances within stipulated timelines and face disciplinary action for negligence. A zone-wise list assigns responsibility to executive engineers, assistant executive engineers, and assistant engineers for projects across the North, East, West and South zones. Engineers must also attend weekly open house meetings for apartments under their jurisdiction. The order lists dozens of projects, including those in Alur, Konadasapura, Doddabanahalli, Gunjur, Kommaghatta, Valagerahalli, Malagala, Kaniminike, Nagarabhavi, Thippasandra, Kothanur and Halagewaderahalli.
