Because of the redo, denotification and other issues, explaining the process, BDA said it allotted alternative sites based on seniority, citing-non availability of sites in Arkavathy Layout.

Many affected people have approached courts, while others have deposed before the Justice KN Keshavanarayana commission, which is examining the layout’s troubled history, according to the response. Chief minister DK Shivakumar disclosed the figures in a written reply to MLC SL Bhojegowda during the recently concluded legislature session.

BDA commissioner P Mannivannan told TOI : “While we have accommodated 3,971 allottees in the same layout, we are hoping that as and when the litigation is resolved, more sites will be made available for allottees in Arkavathy Layout.

The layout’s troubles trace back to a “redo” exercise initiated by then chief minister Siddaramaiah , which the opposition alleged was a ploy to illegally denotify land. He said fresh sites could open up once pending cases and the Keshavanarayana commission proceedings are resolved, though no timeline has been indicated for either. The row led to the formation of a one man Justice Kempanna commission, whose report was submitted without any official word on its findings. Despite the prolonged legal wrangle, BDA maintains it is working towards accommodating the remaining allottees.
