State election officials told TOI that electors can submit documents to the BLO, upload them online through the ECI website or send them through messaging platforms such as WhatsApp. “They can use the ECI net to upload their documents or hand it over to BLOs either by hand or through any messaging platform,” said the official. Officials said the documents received by BLOs are uploaded on ECINET, enabling EROs/AEROs to scrutinise them and take a decision. Election officials from several constituencies said that the collection and uploading of the documents are on. “The BLO, after collecting the document, tells the citizen that the documents collected are enough,” said the ERO. Maharashtra CEO had on Sept 24 sought an “Exempted from Hearing” option in ECINET for cases where the documents submitted were sufficient.

The revised procedure allows officials to avoid routine hearings, with personal hearings reserved for cases requiring further examination. Download the TOI App. Pune: Booth-level officers (BLOs) have started informing electors served with notices under the Special Intensive Revision (SIR) that they need not appear for a personal hearing, with changes to Election Commission ’s ECINET system now allowing electoral registration officers (EROs) and assistant electoral registration officers (AEROs) to examine documents submitted by electors and clear cases where the requirements are met, election officials said on Monday.

BLOs have already begun telling notice recipients that they can submit the required documents without appearing before election officials.

Under the revised process, BLOs will collect supporting documents from electors at their homes and upload them on ECINET. EROs/AEROs can examine the documents and clear the notice where the material submitted establishes the elector’s eligibility. Personal hearings will be held only where officials consider them necessary.
