The 100-mark framework includes public orientation and grievance redressal, leadership, financial management, quality of diet and medicines, cleanliness, human resource management, work during disasters and epidemics, clinical work under the National Health Mission and implementation of govt campaigns, the GR said. The resolution mandates an annual assessment of all serving officers as of March 31, based on their previous three years’ work. The system aims to improve the quality of public healthcare, administrative efficiency and accountability by objectively assessing officers on key performance indicators (KPIs), according to a govt resolution (GR). Officers placed in C and D categories may be given additional training, guidance and a Performance Improvement Plan, the resolution said. A-category officers will receive priority for quality-based postings, followed by those in the B category. The department may develop an online performance evaluation portal to maintain transparency and a digital trail of evidence, scores, evaluators and final approvals. Mumbai: The Maharashtra Public Health Department on Tuesday introduced a performance-based evaluation system for senior medical and administrative officers, using their work over the previous three years to determine suitability for important district-level postings.

The evaluation will carry a maximum of 100 marks. Officers scoring more than 70 marks will be placed in the A category, those scoring 50 to 70 in B, those scoring 30 to 49.99 in C and those below 30 in D. The framework will cover civil surgeons, additional civil surgeons, medical superintendents, certain medical officers, assistant directors of Health Services, District Health Officers (DHOs), Additional DHOs and several other district and municipal health posts. The department will assess the available and certified performance of officers for the preceding three years. The department, however, clarified that the performance score will not be the sole criterion for posting. Eligibility, seniority, experience, availability of posts, reservation provisions, administrative requirements, cadre rules and other statutory directions will also be taken into account. Performance evaluation will carry appropriate weight where officers have similar or nearly similar eligibility and service records. A state-level evaluation committee will conduct the assessment. It will be headed by the Commissioner of Health Services and Mission Director of the National Health Mission, with the Commissioner of Urban Health as co-chairperson.
